My picture are not visible in icloud storage, there is a ! sign
Data synchronization has successfully completed, however photos are not visible in the iCloud storage. I can only see an exclamation marks!

We can see from the screenshot the files aren't loading correctly at the iCloud website. Can you view these files on other devices? Check the device you used to take the photos. Are they loaded there?
To help load your photos to iCloud, make sure your devices are connected to Wi-Fi. This provides a reliable network to upload the photos to iCloud and sync them between your devices.
For testing purposes, try taking a new photo, and verify it uploads to iCloud.
