iPhone not forwarding silenced calls to voicemail

My iPhone 15 Pro Max, with the latest update, will forward unanswered calls to the number I receive voicemails on with no issues.

However if the call is from a blocked or unknown number (I have silence those type turned on on my iPhone phone settings), it does not forward, and goes to my iPhone mailbox.

This is a new bug associated with my iPhone 15 or with iOS 17. Everything worked fine with my iPhone 12 and 14 up until the new phone release.

I have disabled, re-enabled carrier conditional call forwarding commands, and rebooted the iPhone.

Turning off “Live Voicemail “ fixed the issue.

If call forwarding is not working as expected with unknown or blocked contacts, first ensure that you are following the steps outlined here to set this up: Set up call forwarding and call waiting on iPhone
