Apple Pencil Toolbar
It there a way to rearrange the tools in apple pencil toolbar? I wish to put tools I use more often next to each other.

It doesn't look like there is a way to customize that area of your iPad as of right now. With that in mind, we'd recommend that you leave feedback about this issue. Leaving feedback is a way you can suggest a feature or enhancement for Apple's iPadOS developers so that they know this is something you'd like to see in the future. They may not include it, but they will certainly review your feedback.
