Cannot Add Google Account in Mail
In this screen, when I click Google to add account, nothing happens.

We'd like to share some suggestions to help you with your issue with adding Gmail. The steps in Add an email account - Apple Support align with the correct steps it appears you are showing, and what we would further suggest is making sure you are on the latest iOS version via Update your iPhone or iPad - Apple Support
- Back up your device using iCloud or your computer.
- Plug your device into power and connect to the internet with Wi-Fi.
- Go to Settings > General, then tap Software Update.
- If you see more than one software update option available, choose the one that you want to install.
- Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.
If the device is on the latest version and these issues remain, it would be best to contact Apple Support as this would not be working as intended and further investigation may be required.
