In Catalina and later, iTunes went away in favor of separate apps:
What happened to iTunes? - Apple Support
You use Music to manage your music library, TV to manage your movie and TV show library, and Finder to handle iPods, iPhones, and iPod Touches.
However, the old iTunes system was set up so that synchronization was mostly one-way (from a master Mac or PC to an iPhone), and I believe the new system may be much the same. Ideally you would transfer the contents of the master iTunes Library on your old Mac or PC to your new Mac, so that when Finder-based synchronization from the new Mac replaced all of the music on the iPhone, you could re-download the music from the new Mac.
