will an apple watch SE (1st generation) call 911 in case of a fall if there is no iphone nearby?

My senior parents have been falling a lot, and trying to find a good device that will call 911 when this happens. They are not tech savvy. They often work in their yard with no phone. Will the 1st generation SE call 911 if they are not near their phone? They only need the SOS feature. They will not be using it for the other gadgets. Thank you in advance
