How do I restore an iCloud back up?

My old iPhone is dead. No screen, no nothing. I want to restore my old iPhone back up to my new iPhone can’t find that information so far it seems you always need to have a connection to your old iPhone.

Backing up a dead phone? I can't boot up my old phone. Is there still a way to back it up to my iCloud?

Is it possible to restore my phone from a older back up? Is there a way to restore my iCloud back up from an older back up I previously had. I broke my phone and got one from the insurance company and then it backed up to the nothing data that was on the new phone somehow and all my old stuff was on the old back up
