It’s my old iPhone that I’m locked out of and want to give to a friend but can’t remember the 4 digit passcode and also it was a different iCloud account I used

Getting in to a Locked Device with a Different Apple Account:

1. Get this Unlocked:

You'll never able to get back in, unless you have a proof of purchase. So, if you can come across a proof of purchase (i.e. sales receipt or original packaging), then Apple may unlock it. You'd take the iPhone in for a Genius Bar Appointment at your local Apple Store.  There, you'll be provided with you options.

If successful...

2. Properly Hand Over this iPhone:

If you can get back in, perform as instructed here, including the iCloud logout: What to do Before you Sell, Give Away, or Trade in your iPhone or iPad - Apple Support

Here is the procedure to prepare your iPhone for a new owner:

This procedure will properly reset the iPhone, including resetting your ownership and the iPhone association with your Apple ID. This will incidentally also clear the passcode, and set up the iPhone to welcome its new owner.

if you do not still have the same Apple ID as was used with the older iPhone, you have a different problem.
