Getting Around a Carrier Locked Cell:
Seems you need to prove this to Bell.
So, Take this to your Carrier:
If you have contacted the carrier, then how so? Take a screenshot of this, or a photo of this, and ask them if you can eMail it to the Bell Rep while on the phone. OR... take this directly to your Carrier's store, showing them the screen.
