Strange sign on my Iphone screen
I downloaded app then I deleted after that I saw this icon show up I restarted the phone but still not go

This icon is just telling you that Voice Control is turned on in Settings.
Just follow the below guide to disable it.
Use Voice Control to interact with iPhone - Apple Support (IN)
