Shortcut not syncing to Apple Watch

I want a shortcut for Spotify so I can have it in my Smart Stack now that the dock doesn’t exist in the latest software upgrade.

I have created the shortcut on my phone, ensured that it is toggled on to Show on Apple Watch, ensured iCloud is turned on for shortcuts and it is not showing up on my watch.

When I open the shortcuts app on my phone I get the following alert (see pic) and tapping Continue Syncing has made no difference. I’ve tried deleting and reinstalling the app, rebooting both watch and phone, toggling iCloud setting off and on, and can’t get it to work. Any ideas?
