So, my sister was paying for the Apple Music Family Plan, but now she has no money on her card. Is there a way another member of the family sharing/plan can renew the plan before everything is deleted?

When purchase sharing is enabled the family organizer's payment method can be charged when individual family members don't have sufficient store credit for a purchase or subscription. So either you arrange for the payment to be taken that way, or the rest of the family could send your sister the money she needs to make the payment on time using her current payment card.
