imessage to one person sends to group

My daughter cannot text her sister and vice versa. Both have iPhones (8 plus and 11). When my youngest tries to text, the message goes green (like SMS) and says it cannot be delivered. On top of that it also adds nine other random contacts to the message thread.

We have tried deleting and re-adding her sister as a contact. Doesn’t work. Tried restarting. Doesn’t work. Tried signing out of iCloud. Doesn’t work.

This is ONLY happening with her sister. No one else. It is beyond frustrating. It seems others have had similar issues, but I’ve yet to find a solution to this. HELP!

Contact your Carrier:

If the Messages app is not operating as it should, then contact you Carrier. They provide you with the service of Messaging. This is all on your SIM card, which is where all the iPhone's services are practically stored.

"imessage to one person sends to group: This is an iOS issue, not a carrier issue. If it was the carrier it’d be affecting ALL contacts, not just one. She can iMessage everyone else, just not her sister."

SIM card Issue:

It may be a misconfiguration on the SIM card or eSIM card --that's what contacting the Carrier is all about.
