Apple Watch "Weather" complication does not show data

I have a new Apple Watch series 9 and I have restored it from a backup of my old series 5. Everything works just fine except one thing: the weather complications on my screen does not show data when unlocked:

I tried renewing the entire screen, removed and added the complication again. Tried opening it on my phone to see if needs access to anything but nothing helps. So for example, right upper corner should show 11degrees as it does on my iPhone:

but it does not. left upper corner should show chance of rain, but also here: it does not.

All other complications seems to work just fine.

Any suggestions?
