Photos insists on adding a library

I have been having issues with Photos libraries. Photos seems to want to have a "Photos Library.photoslibrary" even if I have tried to delete it and replace it with a different name. Is this a system thing? Or, is it because I also use Time Machine? I have had to have a total reinstall on my iMacMini M1 by an Apple Guru because of issues with Photos Libraries and Mail archive issues. Is this stuck somewhere in iCloud that mere mortals are not allowed to do something about?

All latest OSX installed, etc

Mac mini, macOS 14.0

You must have a system library. If you delete the standard Photos Library and even if you create a new one, if you don't change the system library to your new one, it will helpfully create one for you:
