memoji doesn't appear on my keyboard

when I want to send memoji on Instagram or telegram memoji does not appear in the keyboard no memoji appeared before I updated my phone or rather bought a new phone iphone 13 pro and after that memoji does not appear

iPhone 13 Pro, iOS 17

Is the behavior only happening within these two apps?
