To get started, when you say that you tried resetting the network, did you reset the network settings on the iPad as shown in the 'Related Article, If your iPhone or iPad won't connect to a Wi-Fi network?
Reset your network settings
If you're using iOS or iPadOS 15 or later, tap Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings.
If you're using iOS or iPadOS 14 or earlier, tap Settings > General > Reset > Reset Network Settings.
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
If so, and if you've gone through the other steps in the resource above, have you had an opportunity to try connecting your iPad with another Wi-Fi network? We ask because if the issue occurs on multiple networks, we'd recommend reaching out to Apple Support at this link here: Get Support - Apple
If the issue is only occurring on a specific network, then you may need to reach out to your Internet Service Provider for additional information and possible troubleshooting steps.
