Apple watch unresponsive

My daughter's Apple Watch was factory reset by mistake. Trying to restore it, it now will not accept any input from the screen. The voiceover had been turned on and cannot be turned off. Screen zoom is also stuck on. When prompted for a passcode, it simply reads the numbers pressed out loud and will not accept an enter command. I have force restarted several times. It will not communicate with my wife's phone. I even tried to fully reset it again. The reset button will appear by pressing the crown while on charge, but when I press the reset button the watch just says "reset button" and does nothing further.
