Editing screenshots on Preview

The pencil for editing screenshots on a Preview is greyed out (disabled) since the latest Mac OS update. Is there something wrong? What should I do to be able to edit my screenshots?

The "Pencil" in Preview is to add highlights and notes to PDFs. If you want to edit images, select "Show Markup Toolbar" from the View menu.
