I have plenty of space on icloud but my phone is reaching its storage capacity. I have videos I want to view later but need to clear space on my phone.

This has to be the dumbest thing ever for a phone. What's the point of the cloud if you can't store stuff there without having to keep it on your phone? Of course, knowing Apple it's prob a"feature" lol

If you have iCloud Photos turned on for your phone and you delete videos or photos, they will also be deleted from iCloud. Learn more about that here: Delete photos on your iPhone or iPad - Apple Support
If you have iCloud Photos turned on with the Optimize Storage setting enabled, your photos shouldn't be taking up too much space on your device.
When Optimize Storage is turned on, full-resolution photos and videos are stored in iCloud, and, when needed, space-saving copies are stored on your device.
