iPhone 14 picture won't turn horizontal when I turn my phone that way?

Thank you for using Apple Support Communities. We want to help you with your iPhone. You're going to want to double check and make sure that Portrait Orientation Lock isn't turned on: Rotate the screen on your iPhone or iPod touch - Apple Support

1. Swipe up from the bottom edge of your screen to open Control Center.

2. Tap the Portrait Orientation Lock button  to make sure that it's off.

3. Turn your iPhone or iPod touch sideways.

If the screen still won't rotate, try another app, like Safari or Messages, that is known to work in landscape mode.

Same here. First on iPhone 13 pro now on iphone 15 pro

Screen rotation lock is off

Even did a fresh install from 13 to 15 hoping to get rid of this

Other apps do rotate when it happens and if I close photos it will work again for a few days and then it will happen again

This does not work for me. Only photos app cannot change from horizontal to vertical. I have to reboot my iPhone 14 pro.
