You're not speaking with anyone from Apple on this user to user only forum. We can't fix anything for you. But I'm not clear what you mean this Apple ID is not active? At some point did you change your Apple ID? If you did, that's usually not a good thing to do, as Apps are forever tied to the Apple ID they were downloaded under. So, please better describe when you see this message that your Apple ID is not active. Could it be when you try to update some apps?
