I can’t send more receive pictures or gifs or stickers from android users who just switched from Apple. What is the problem?! I’ve toggled my MMS messaging to on. Updated my carrier settings. Restarted my phone. All of that and nothing is working!

It is possible that the people who just switched to Android phones didn't unregister their numbers from iMessage. Give them this information:
Deregister and Turn Off iMessage - Apple Support
