The changes I make do not save in the settings app.

When I change the time for my screensaver to activate and try to close the settings app, the changes are not saved. When I reopen the settings app, it reverts to the default 20-minute setting.

Try booting into Safe Mode and see if the problem remains or not. Start up your Mac in safe mode - Apple Support


Do you have any third party anti-virus, "cleaner", "optimizer" or VPN software installed? If so, use the manufacturer's uninstaller to remove them, as they almost always create issues. (VPN may be required if you need to connect to your company's network, but that would be the only reason I'd use one).
