When I change the time for my screensaver to activate and try to close the settings app, the changes are not saved. When I reopen the settings app, it reverts to the default 20-minute setting.

Do you have any third party anti-virus, "cleaner", "optimizer" or VPN software installed? If so, use the manufacturer's uninstaller to remove them, as they almost always create issues. (VPN may be required if you need to connect to your company's network, but that would be the only reason I'd use one).

You'll need to either have the Mac's Administrator nearby, or learn his/her login password. Then simply change your account type to Administrator. This Apple Support article should help: Add a user or group on Mac - Apple Support
Without Administrator privileges, I'm not sure there's anything you CAN do at this point, since this is not your computer, apparently.
Which MacOS are you using? Are you on Sonoma or something earlier?

I can't reboot into Safe Mode because of my administrator :(
It's possible, though I haven't confirmed this, that only the Admin can permanently change that setting.
