I can not access my account

When I try to sign in it says my Apple ID lock.I can’t download no new apps.

iPhone 11, iOS 16

Locked apple id Ive done all the steps they told me to do so i can unlock my account. After i do it, i try to download an app, it STILL tells me its locked? After i resetted my password and everything. What do i do? i can even download anything
