Re: “Yes”

Yes, the iPhone 7 cannot run iOS 16. Yes, the iPhone 7 will not offer you an upgrade to iOS 16. Yes, if you want to run anything higher than the latest release of iOS 15, you will need a newer iPhone.

That's correct. The Netflix developers decided to make the current version of their app require iOS 16.0 or later, and you can't update an iPhone 7 or 7 Plus to iOS 16 or later. Only to the latest version of iOS 15. That means that you can't install the current Netflix app on an iPhone 7 or 7 Plus. Unless Netflix changes their mind, and comes out with a new version of their app that can run on iOS 15, that's not going to change.

IMHO, iOS 15 is still recent enough that app developers SHOULD design their apps to run on it. By requiring the use of iOS 16 or higher, they are locking out the iPhone 6s, 6s Plus, SE (1st generation), 7, and 7 Plus. But Apple doesn't have the degree of control over third-party app developers that would allow Apple to force these developers to support older iPhones.

If you want to ask Netflix for an app that is compatible with iOS 15, or let them know how you feel regarding being locked out, you may want to contact them. There is a button labeled "Contact Us" near the bottom of this Netflix support page:

We are not making things difficult for you. This is a user-to-user forum, and we are simply reporting what the iPhone 7 Plus can and cannot do.

It's Microsoft who develops the Microsoft Outlook app for the iPhone. And it's Microsoft who decided that the current version of the app would require iOS 16.0 or later. You may "need" the app – and tell us that you "don't have money to buy anather [sic] iPhone," – but that won't change the fact that the app requires an iOS version that cannot run, and will never run, on your iPhone 7 Plus.

If you don't have money for a newer phone, you'll need to do without this app on your phone, and look for other ways to access your e-mail and calendars.

You could provide feedback to Microsoft. Realistically, that is not likely to convince them to release a version of that app that will run on the iPhone 7 Plus.
