Re: “Yes”
Yes, the iPhone 7 cannot run iOS 16. Yes, the iPhone 7 will not offer you an upgrade to iOS 16. Yes, if you want to run anything higher than the latest release of iOS 15, you will need a newer iPhone.

You can't. For the iPhone 7 and 7 Plus, the latest release of iOS 15 is the end of the line.
Because Netflix requires iOS version 16 or higher and as you have discovered by reading the dozens of answers in this post, an iPhone 7 cannot go higher than version 15.8.2.
The iPhone 7 is not compatible with iOS 16. It is too old to run iOS 16. If you're in need of iOS 16 you'll need to get a newer iPhone I am afraid
The iPhone 7 cannot update to iOS 16 as this iPhone is too old to run iOS 16. iOS 15.8.2 is the latest version avaliable for the iPhone 7

That's correct. Netflix requires you own an iPhone which is capable of running iOS 16. iPhone 7 is NOT capable of doing that. Time for a newer, more modern iPhone if you need applications which require a higher iOS version.

That's correct. The Netflix developers decided to make the current version of their app require iOS 16.0 or later, and you can't update an iPhone 7 or 7 Plus to iOS 16 or later. Only to the latest version of iOS 15. That means that you can't install the current Netflix app on an iPhone 7 or 7 Plus. Unless Netflix changes their mind, and comes out with a new version of their app that can run on iOS 15, that's not going to change.
IMHO, iOS 15 is still recent enough that app developers SHOULD design their apps to run on it. By requiring the use of iOS 16 or higher, they are locking out the iPhone 6s, 6s Plus, SE (1st generation), 7, and 7 Plus. But Apple doesn't have the degree of control over third-party app developers that would allow Apple to force these developers to support older iPhones.
If you want to ask Netflix for an app that is compatible with iOS 15, or let them know how you feel regarding being locked out, you may want to contact them. There is a button labeled "Contact Us" near the bottom of this Netflix support page:

If you are asking about an iPhone 7, that model cannot run iOS 16.
Unfortunately, Netflix has basically abandoned you by not continuing to support iOS 15. You will need at least an iPhone 8 or higher model if you want to install Netflix.

Welcome to the thread. The answer is still No – you can't have it. iOS 15 is the end of the line for the iPhone 7. You can't update an iPhone 7 to iOS 16 or higher.
The apps that you want to download have raised their iOS requirements.
You will need an iPhone 8 or higher model to run iOS 16.
You can't, an iPhone 7 can't be updated beyond 15.8.2.
You trade it in or sell it and use the proceeds to buy a newer phone.
You will need an iPhone 8 or higher model to install iOS 16.
If you want to install iOS 17, you will need an iPhone XS, XR or higher.
The iPhone 7 will stay on iOS 15. It cannot run iOS 16. The iPhone 7 is too old.

We are not making things difficult for you. This is a user-to-user forum, and we are simply reporting what the iPhone 7 Plus can and cannot do.

It's Microsoft who develops the Microsoft Outlook app for the iPhone. And it's Microsoft who decided that the current version of the app would require iOS 16.0 or later. You may "need" the app – and tell us that you "don't have money to buy anather [sic] iPhone," – but that won't change the fact that the app requires an iOS version that cannot run, and will never run, on your iPhone 7 Plus.
If you don't have money for a newer phone, you'll need to do without this app on your phone, and look for other ways to access your e-mail and calendars.
You could provide feedback to Microsoft. Realistically, that is not likely to convince them to release a version of that app that will run on the iPhone 7 Plus.
