Re: “Yes”

Yes, the iPhone 7 cannot run iOS 16. Yes, the iPhone 7 will not offer you an upgrade to iOS 16. Yes, if you want to run anything higher than the latest release of iOS 15, you will need a newer iPhone.

So what can we do now

If you have an iPhone 7 or 7 Plus, you can keep using it. You won't be able to upgrade to iOS 16 (or later), or use apps that require iOS 16 (or later). For now, there are still many apps that will run on iOS 15 – and an iPhone 7 or iPhone 7 Plus can run the latest release of iOS 15.

You could also consider replacing the iPhone with a newer model that can run newer versions of IOS. This would be at your own expense.

The iPhone 7 Plus will not run iOS 16. It doesn't matter how much you need it. For that iPhone (introduced in September 2016 and discontinued in September 2019), the latest release of iOS 15 is the end of the line.

The closest you can come to having "iOS 16 in iPhone 7 Plus" is to use the Notes app on the iPhone 7 Plus to create a note saying "To run apps that need iOS 16 or later, I will need to get a newer iPhone."

Then you'll have the words "iOS 16" in your iPhone 7 Plus – together with a hopefully-useful reminder.

You can't. For that iPhone, the latest release of iOS 15 is the end of the line.

You may want to upgrade an iPhone 7 to iOS 16 – but you cannot upgrade an iPhone 7 to iOS 16. Note how the iPhone 7 is not on this list:

An upgrade to IOS 16 or later will involve buying a new, more capable iPhone to use in the place of the iPhone 7.

You don't download iOS 16 to an iPhone 7 or 7 Plus. It isn't available for that phone.

If there are apps whose current versions require iOS 16 or later, that means that you don't download those apps to an iPhone 7 or 7 Plus, either. You get a newer device on which to run them, or you do without those apps.
