If it isn't located with the steps previously provided, then it wouldn't be able to be recovered. iCloud is the only means by which contacts are synchronized. Info about synching them and keeping contacts up to date can be found at Keep your contacts up to date with iCloud - Apple Support.

If you use iCloud to manage your contacts and you know when you added it, you may be able to restore your contacts from an earlier version on the iCloud website to recover the deleted contact.

Restore your contacts or bookmarks from an earlier version

1. Sign in to iCloud.com.

2. Scroll down to the bottom of the window, then select Data Recovery.

3. Select Restore Contacts or Restore Bookmarks. 

4. Select Restore next to the date before you deleted the content.

5. Select Restore again to confirm. After the restore completes, you get a notification on iCloud.com and an email at the address on file with your Apple ID.
