Have an iPhone 15 Pro Max with iOS 17.0.3 and phone noise cancelling is not an option. Have gone to Settings/Accessibilty/Audio/Visual but the phone noise cancelling slider is not there as shown on other solutions.
This was something I was looking forward to when the new phone arrived.

I guess, Voice Isolation has replaced this feature on newer iPhone models:
Use Voice Isolation or Wide Spectrum during a call on your iPhone and iPad - Apple Support
