Straight to voicemail

I recently inherited an iPhone 14 but I can’t get incoming calls because it goes straight to voicemail. Could someone please help me.

Many reason why that would happen. Did you set up this inherited phone as new?

Account is incorrect with carrier
Airplane Mode is on
Do Not Disturb is on
Phone number is in blocked list
Silence Unknown callers is turned on
