Unable to send or receive any group texts or pics with anyone without an iPhone

My daughter forgot to pay her bill so service was out for about an hour. Now, she cannot send or receive any group texts or pics to anyone without an iPhone. We have done all of the troubleshooting we could Google. lol We have turned airplane mode off and on, as well as the phone, toggled both SMS and MMS and even reset the network.
