New tones purchased from itunes store app not downloading to device, though it shows in itunes

So I purchased 4 tones from the Itunes store app, and they're not appear in my tones list on my device. I have selected the " Download all Purchased Tones" in the Sounds and Haptics > Text Tone selection, it will spin saying its searching then all together disappear with out adding any of the purchased tones... when i attempt to redownload the files in the Itunes store app, it first says i have already purchased it and can redownload it. i'll hit redownload, it will show that it is downloading then disappear and show the price of the tone again acting like it failed to download. when i plug my iphone 15 pro into the computer and connect to Itunes, it DOES show my tones listed in the tones folder on my device via Itunes, however after syncing, they will not appear as a selectable tone in the device settings itself.... Why is this an issue and is there a way to resolve it?
