Since the wifi on my ipad 4 Wifi only doesn't work , i have to use the bluetooth hotspot , i can't reset the icloud ID password with email , because the mail app says "Sign into the Account "iCloud" and has a password field box , i have to reset it because i paid money for some apps and in app purchases, how do i get the mail app to receive emails?

I can get the code but i need to reset the password , and the only way is to use email , which the email app is broken and says "sign into the account "icloud" " , now i can't even reset the password at all.
It wants me to use the mail app on the ipad 4, but the mail app doesn't wanna recieve email, and it wants me to sign into mail even though i already signed in, trying to refresh just brings up old emails from 2020 , and this apple id was created ONLY for this exact device
You can also use a borrowed device or reset the password on the web.
