Have you tried to Restart Apple Watch Ultra - Apple Support? If not, give that step a try. A fresh restart helps a lot times with unusual behavior that pops up sometimes.
While you say it's not turned on, it does sound like Optimized battery charging is enabled. Have you ever used Optimized battery charging? Try turning it on, then turn it back off and then try charging your Apple Watch Ultra to see if it will go beyond the 80%. The steps below are found in Charge Apple Watch Ultra - Apple Support.
Optimize battery charging
To reduce battery aging, Apple Watch Ultra uses on-device machine learning to learn your daily charging routines so it can wait to finish charging past 80 percent until you need to use it.
1. Open the Settings app on your Apple Watch Ultra.
2. Tap Battery, then tap Battery Health.
3. Turn on Optimized Charge Limit.
How are you charging, are you using Apple-branded charger, or Apple recommended?
