If your phone is telling you the passcode you're putting is incorrect, then it is incorrect.

At this point, you can keep trying to enter the code until your phone becomes disabled, or you can jump to the next step which is to restore the phone using a Mac or PC.

If you have a backup, you can get your data back up until your last backup was done. If you do not have a backup, you may be able to retrieve things like contacts, notes, reminders and others once you sign into your iCloud account.

At this point, your only option would be to reach out to a data recovery center in regards to data recovery options if you do not remember the passcode.
