If you have tried the same method of transfer each time then we would recommend seeing if you can utilize a different transfer method and see if you have better luck on that front. If you've tried those steps and the issue continues to occur, then we would recommend setting up your iPhone as a new device without transferring data and then updating iOS to the latest version. Once the iPhone is fully up to date, you can then erase it and restore your data from the other device. Once you erase the device, it will still be on the latest available version of iOS. You can use the articles below to give that a shot.
Keep in mind, when an iPhone is manufactured, it gets the current iOS version from the time of manufacturing. If a newer iOS is released while the iPhone is being shipped, or sitting on a shelf, then the iPhone will need to be updated as stated above.
