I have an older Ipad I used for years. I wanted to clear it out so I restored it to factory settings. Now it boots to the welcome screen, goes through language, wi-fi set up, apple ID setup then goes to a screen asking for user name and password for some school district. Never saw this before. Any way around it?

No way around it. I'm guessing you bought the iPad used? It sounds like the school set up a management system for their iPads, and this one is part of the system.
You can try contacting the school district to see if they'll remove it from the system.
