To confirm that you're using the right steps, verify that you're following the guidance outlined here to turn on Sync Library: Use Sync Library with your Apple Music subscription

1. Open the Apple Music app and tap the photo icon Photo icon. Tap Account Settings and make sure that you're signed in with the same Apple ID that you use with your Apple Music subscription.
2. Open the Settings app.
3. Tap Music.

If you don't see the option to use Sync Library, then you may not be subscribed to Apple Music. You mentioned that you were added to a Family Sharing group. If you're unable to access Apple Music, try restarting your device. This step may seem fairly simple, but it can help correct some issues.


It's also a good idea to make sure your iPhone is running the latest iOS version, since this can also help: Update your iPhone or iPad

If an update is available, be sure to create a backup before installing it.
