My gift card doesn't work

I had a problem using a gift card because I recently changed my region, so I needed to empty my Apple credit balance so that I can add new funds to my account to match my new region. I contacted apple support to help me out. The staff logged into my apple store in order to help me, they said they emptied my apple credit, but there was still 0,03€ so I didn't understand what they exactly emptied. I try to change the region, it works, but the second I try to use the gift card it says your card has no balance.

How do I clear my Apple Account balance? A few years ago I used a gift card I bought in a foreign country (Austria) and used it. Naturally, it switched me to Austrian store. Now, I have 0.26€ on my balance which I can't spend and I want to change my region so I can add my debit card as a new payment method. Is there any way to get Apple to remove these funds? I have tried everything except to phone call the support (which I will if nothing else works) and am constantly being dragged in a loop, either in Apple Support app on my phone or the website. I can't find live chat, nor has anyone (that I found here) given a real solution to the problem. I took into consideration buying a new gift card online and maybe adding up some purchases that would flat out the balance. Maybe get some subscriptions until I round it to a whole number and gift the remainder to someone in the region? Any help is appreciated, thanks in advance. [Re-Titled by Moderator]

Apple Giftcard unspend balance Hello my frend from uk give me giftcard and i put my country to united kingdom to claim it as he said me now i have 0.1 cents unspend on account but i cent find anything to spend on and i cant buy anything using uk or add my my payments pls help me my icloud is verry important to me pls god somone help me... i contact support but i need call what i CANT it dont have option live chat pls help me :(
