2019 MacBook Pro camera not working.
Green light does not come on with any app. All apps ask to connect a camera but no cameras are listed to connect with.

If FaceTime isn't working on your Mac - Apple Support
But I am worried about the light not burning. This might be hardware related.
Could you check:
> about this Mac > system report and then left column, click "USB".
It should list something like
"built-in iSight"
or
"FaceTime HD Camera (Built-in)"
etc.
If on Ventura/Sonoma, go to about this Mac and scroll all the way down for system report.
If your camera is not recognised as a USB external built-in device, it's probably hardware-related and service is recommended.
If it is listed, try something like:
Test all apps, browsers after restart
add a test user account to see if camera is working there.

Followed your instructions for Sonoma. This is what it says under USB:
FaceTime HD Camera (Built-in):
Product ID: 0x8514
Vendor ID: 0x05ac (Apple Inc.)
Version: 2.01
Serial Number: ?
Manufacturer: Apple Inc.
Location ID: 0x80200000
Created a test user. Still no camera to connect to.
I’m having the exact same issue as you in the exact same MacBook Pro. I have followed all the guidance about checking for blocked apps etc. All good.
I also have the same camera details to you (apart from I have a serial number). Reckon this is a bug?
I do not think it's a bug. I think the hardware is bad. Because the repair/replacement cost is ridiculously high, the best course of action seems to be purchasing an external webcam.
