System Data is typically made up of things like the operating system (iOS/iPadOS), certain system files like Siri voices, fonts, dictionaries, and other files that cannot be categorized in one of the other storage options. It's not uncommon to have a significant amount of storage used for System Data, but not 90 GB of storage.
Have you recently set up a new device and restored a significant iCloud backup or enabled iCloud with an extensive Photos library? If you have, this could be a temporary result of your device protecting your iCloud content while it syncs. In this case, keep it connected to Wi-Fi and power (preferably while locked) overnight, or as long as possible, for a few days to see if it reduces the storage size.
