An iPad without cellular data connectivity can connect to an iPhone-provided Wi-Fi hotspot, if your carrier permits that.

How to set up a Personal Hotspot on your iPhone or iPad - Apple Support

This allows the iPad to connect to the iPhone via Wi-Fi, and the iPhone connects that to the local cellular network.

If you want an iPad with in-built cellular data support, you will need an iPad with cellular data capabilities. An iPad with Wi-Fi only is not that.

If this iPad was purchased from Apple recently, Apple usually offers a fourteen-day refund policy.
