iPhone Spotlight not showing apps in my Top Hits

Normally, when I use the spotlight on my iPhone 12 mini (iOS 16.6.1) I can type in the name of an app, and it appears at the very top under the heading “Top Hits”. Lately, when I search for an app that exists on my phone, no apps appear in my spotlight, just websites or other types of files. Also, the name of the top box has turned from “Top Hits” to “Siri Suggestions”. How do I turn on the ability to search for apps again?

NOTE: No Apps are hidden when I check ‘Siri & Search’.

Example when I search for Waze:

Hi there kred25,

Thank you for posting to Apple Support Communities.

We understand that you're having an issue with Spotlight Search.

iOS 16.7.1 is out and we suggest you update to this version as a troubleshooting step. Before updating, we recommend backing up your iPhone first. These articles can be of help. When you back up, you can back up using a Mac or PC rather than iCloud if you choose.
