If it’s a refurbished phone directly from Apple there isn’t much to worry about since you get the same 1 year warranty as you would for a new one. That is the “in general” answer. Many people choose refurbished phones for the savings and sometimes because of a preference of an older models looks/design/materials over newer ones.
By upgraded I assume you mean newest model (since at some point during the current model refurbished units of that same model will likely pop up from time to time)…and that just depends on the difference in the 2. If the refurbished one is a few model years old then the newest model then for all intents and purposes the newer one is “better” simply because of the newer technology, longer amount of time it will be supported…again assuming on how old the refurbished model is…faster chip, etc.
