I am attempting to recover a forgotten icloud email password on my new iPhone. The process indicates that a notification is sent to my Mac. I have access to the account I need to add to my new iPhone on my Mac. I do not receive any notifications.

As you are logged into your Mac, you can get a verification code in System Settings as seen in Get a verification code and sign in with two-factor authentication:
From your Mac
1. Go to Apple menu > System Settings, then click your name.
2. Click Sign-In & Security > Two-Factor Authentication.
3. Click Get a Verification Code.
