Voicemail notifications will not go away and I have not set up my voicemail

I just downloaded iOS 17 a few days ago and I noticed I had two phone notifications. When I went to clear the notifications I realized that it was a notification for my voicemail, but I haven’t set up my voicemail. When I click on the notification I see a screen that says set up voicemail and when I click out of that page the notifications are still there and on my phone app on the Home Screen. Please help.
