IOS keeps alternating in the Pages folder then displays something went wrong. Just iOS Pages.

You mentioned "Pages has taken to cycle on and off", if the app quits unexpectedly, the steps on the following page may provide a solution: If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open

If the behavior persists, to further isolate the cause, test to see if a new document you save results in the same behavior. If not, try slightly changing the name of one of the affected documents, and testing again to see whether there's any change.

It sounds like you're having an issue viewing specific documents with Pages on your iPhone. If so, check out the information below also found in the article here: If you can’t find a document in Pages for iCloud - Apple Support

"Documents you create using Pages for iCloud appear in the Pages folder in the document manager (and in Recents, if the document was opened recently). 

If you set up iCloud on your Mac computers, iOS devices, and iPadOS devices, and save your documents to iCloud Drive, your documents should also appear in the Pages folder in the iCloud document manager. If you don’t see a document, click Browse on the left side of the document manager to see if the document was saved to a different folder.

If you still can’t find a document you saved to iCloud Drive, try the following steps to make sure your computers and devices are set up to sync properly."
