My banking app will not allow me to open it completely on my ipad

I have used the App Store to download the app a dozen times. I have used the website for the bank to download it and the same thing happens, it just spins and spins and won’t allow it to go to my password login page. I have restarted my iPad many times and still no success. I have deleted the app
