If I purchase a new iPhone and would like to transfer photos from my older iPhone to a newer iPhone how would I go about that if I'm wanting to setup a new iCloud account instead of using my previous one?

Opening a New iCloud Account:
There is no iCloud Account. All there is is you Apple Account. So, if you use a different account, then you cannot transfer purchased items to the new account. Your option from there would be to (A.) download to transfer these or (B.) share these Photos using Family Sharing: How to Use iCloud Shared Photo Library - Apple Support
