How can I set up Bluetooth tethering Wi-Fi hotspot on Monterey?

Older macOS's always allowed bluetooth tethering WIFI hotspot (not mobile/cellular hotspot) but i cannot figure out how to do it on Monterey? someone else mentioned to use HoRNDIS 9.2; but i cannot use that either as it says "The installation failed. The Installer encountered an error that caused the installation to fail. Contact the software manufacturer for assistance."

So far the ONLY way I have been able to access the internet is using WiFi and the MOBILE/CELLULAR Hotspot connection. I want to connect using bluetooth and the WIFI hotspot connection?

I am able to connect an iPhone to this samsung wifi hotspot through bluetooth but not a macbook pro...

I don’t want to use Bluetooth. I’m forced to use Bluetooth… [to my knowledge] neither iPhone nor MacBook allow the creations of hotspots via incoming wifi signal. iPhone requires cellular signal to create a hotspot and MacBook requires an Ethernet connection to create a hotspot… Certain android devices are able to create a wifi hotspot (via Bluetooth tethering) from an incoming wifi signal and not just from incoming cellular signals like iPhone..

my specific use case for this is on vacations when a network only allows one device (I believe based MAC address) to connect per room. Previously I have used android devices to create a hotspot from the wifi so only once MAC address is connected to the network then I connected my MacBook or iPhone to that android hotspot.

thanks for your response...yes im positive the iphone is connecting to the android hotspot via bluetooth not connecting to the android hotspot via wifi.

I would love to use wifi but neither iphone nor samsung galaxy s20 allows for a WIFI hotspot to be created based off of a wifi signal... Iphone doesnt have this function at all, macbook doesnt either, so the only device i can use to create a hotspot from a wifi signal is my wife's samsung galaxy s20, when using incoming wifi to create the outgoing hotspot (not using incoming cellular) the samsung device can only create a BLUETOOTH tethering hotspot, it works perfect for my iphone to connect to the samsung's hotspot [via bluetooth], i just cant figure out how to connect the macbook to the samsung hotspot via bluetooth

If theres an alternative solution of how to create a hotspot from an incoming WiFi signal (not cellular signal) via macbook or iphone, then id be very interested in that option, but i havent been able to find one... to my knowledge, neither apple device is capable of that.

How would any hotel WiFi router know what MAC address is associated with what room?

I think there is something we are not understanding about your setup or there is something you are not understanding about WiFi.

Typically with a phone you connect to a cell signal then you create a hotspot with the phone to connect other devices using WiFi to the phone then to the Internet through the phone's cellular hotspot. I've never heard of a hotel limiting WiFi connections to one device per room (but I may be mistaken) and I've traveled extensively around the world.

My apologies but you are mistaken. It very well may not be based off of MAC address but it is limited to one device. Again I have avoided this problem in the past by using an android device to create a hotspot from the wifi network. But the specific android device I have access to can only create a “Bluetooth tethering” hotspot but I can no longer connect via Bluetooth tethering on the current MacOS. Someone else had this same problem and stated they used the HoRNDIS 9.2 program but for some reason I cannot instal this on my MacBook Pro.
